This  dress is much prettier then the picture shows,  the mint green fabric looks like vintage fabric
The bodice  has  trim down the center with a collar that has 3 tiny flower in the center with full gathered puff sleeves, trimmed with lace
The gathered skirt has an attached petticoat with eyelet trim, a  bow is attached to the waist.  Closes with buttons and ties with a matching sash.
